Senior Energy Advisor

About the work

Recent innovations in solar technology and distributed energy business models have led to rapid progress in off-grid electrification – with innovative products, strong investor and donor interest and political good will towards expanding energy access.  Despite this success and momentum, off-grid products are still only accessible to a small fraction of the total available market, concentrated primarily in peri-urban, comparatively affluent populations. 

To address this gap, a partnership has launched with USAID / Power Africa, DFID and Shell Foundation, implemented locally by a team managed by Open Capital Advisors (OCA). The overall goal of this partnership is to scale off-grid energy access in Uganda, reducing market barriers through direct initiatives, driving access to finance, and mobilizing public and private sector actors to define and achieve specific energy targets across access tiers.

Position Summary

The Senior Energy Advisor will drive relationships with government and other key energy access stakeholders in Uganda. The candidate will be based in Kampala, working closely with OCA’s technical team members who will also be based in Kampala. While the technical team’s role is to assess institutional capacity, design and prioritize interventions, and implement these interventions, the Senior Advisor will support efforts through the following key responsibilities:

  • Organize and lead consultations with senior-level stakeholders, gathering important information and inputs into work;   
  • Liaise with senior-level stakeholders at government, donors, and the private sector to encourage partnership buy-in from the public and private sectors;
  • With support from OCA on agenda and materials, lead several convenings, including:
    • Three off-grid access-to-finance (A2F) convenings
    • Monthly meetings of an advisory committee
    • A ‘mid-term’ meeting of the committee at year end
  • Complete monthly reports on progress for USAID

Given the many related initiatives are taking place in Uganda concurrently, the Senior Advisor’s role is important to maintain consistent communications with many stakeholders, achieve buy-in more quickly, and prepare a strategy for future involvement in the ecosystem.


  • Extensive professional experience in Uganda or similar markets in public affairs, government relations, stakeholder engagement and/or partnerships. Minimum of ten (10) years’ relevant experience.
  • Strong professional network in energy access or a closely-related field in Uganda.
  • Highly effective communicator, both written and verbal, who is energized by building relationships, and networking.
  • A strong sense of ownership, efficiency, and perseverance is a must.
  • Preference for knowledge of Ugandan district and national government legislative process and issues related to the provision of renewable energy.

Job Location: Kampala, Uganda with limited travel within Uganda expected

Position Type: Half time for 8 months, commencing May 1, 2017 through December 31, 2017.
